The first man to control China was Qin Shihuang and he was a legalist.

The legalists thought many people were bad, a lot of the time.

Qin’s dynasty ran with complete control and punishments.

It was illegal to complain about the government.

If you said that things could be improved you would most likely be put to your death.

One of the laws was that people had to spy on each other.

If you did not turn in law breakers you would be killed, but if you turned them in, you would be rewarded.

Almost anything that was illegal could get you sent off to work on the great wall of China for the rest of your life.
